What the role is:The Leadership and Talent Management (LTM) team ensures a strong leadership bench strength for the Government Information and Communications Technology and Smart Systems (ICT&SS) sector, through effective and collective talent management, in partnership with Ministries and Statutory Boards (“agencies”). As part of the LTM team, you will report to the Assistant Director and be responsible for the following key areas to ensure a healthy pipeline of tech talent for key ICT&SS leadership jobs for the Government:What you will be working on:1. Leadership Development. Understand the talent pool's development needs and accelerate their acquisition of necessary competencies to assume key ICT&SS leadership positions. This includes facilitating the discussion of talent pool's career development at relevant leadership forums. 2. Talent Management. Attract and grow the talent pool via talent programmes such as the Public Service Leadership Programme (PSLP). This includes the attraction, assessment and selection of candidates, and the eventual appointment and onboarding of candidates on the PSLP and other talent programmes. 3. Succession Planning. Oversee succession planning for key ICT&SS leadership jobs in the Government. This includes identifying and designating key ICT&SS leadership jobs, as well as identifying and developing successors for those jobs. 4. Talent Data Analytics. Oversee talent data analytics for the Government ICT&SS sector. This entails improving the talent database and data collection to enable the harnessing of deeper insights to guide informed decision-making for talent development. 5. Talent Engagement & Networking. Review and refresh existing initiatives and approach for engaging talent and leaders in the Government ICT&SS sector. You will also organise the annual talent and leaders meetup for the ICT&SS sector.What we are looking for:We are in search of motivated individuals who possess the following skillsets and traits: Specific Experience and Competencies: 5-8 years of experience in HR, particularly in talent management and leadership development. Basic appreciation of digital technologies is necessary, to enable the identification and development of digital competencies for the successors to the key ICT&SS leadership jobs. Higher levels of digital technologies know-how will be advantageous. [Business Acumen] Demonstrate keenness and quickness in understanding the organisation's as well as Government ICT&SS sector's business context, drivers, opportunities, and risks. In doing so, develop and execute talent development strategies based on sound judgment and in alignment to the organisation's as well as sector's goals. [Sense-making and Data Analytics] Possess the ability to make data-driven recommendations. This entails the ability to perform data analysis using appropriate tools and techniques to obtain and present insights. [Communications and Engagement] Good writing, communication and interpersonal skills to engage a wide spectrum of external and internal stakeholders, including multi-agency and inter-departmental teams. MDDI oversees the development of the infocomm technology, cybersecurity, and media sectors; the Government's digitalisation initiatives; and the national library, national archives, and public libraries. The Ministry is also responsible for effective public communications, and the Government's information and public communication policies.
