What the role is:The position will be responsible for overseeing the claims disbursement processes for General and Enhanced Fund-Raising (EFR) programmes and managing of the EFR audit function. This role requires strong analytical skills and attention to detail to ensure compliance with grant requirements and maintain high standards of governance.What you will be working on:Claims ManagementProcess and evaluate General and EFR claims disbursement requests through thorough due diligence and financial checksEnsure submissions comply with Terms & Conditions and fundraising requirementsCoordinate with internal stakeholders to address rejections, appeals and develop policy refinementsManage and resolve enquiries and communication pertaining to claims submissions and related mattersMaintain accurate transaction records and prepare monthly reportsComplete Evaluation Reports for general programme claims, including reviewing disbursement requests for compliance with funding parametersAudit ManagementDevelop and execute the annual EFR audit programme, including tender and procurement for the audit engagement, risk-based sample selection and audit planningPrepare and present comprehensive audit reports to senior management, highlighting key findings and recommendationsMonitor implementation of audit recommendations and conduct follow-up reviewsBuild and maintain effective relationships with stakeholders throughout the audit cycleProcess Enhancement & OperationsGenerate data analytics insights on disbursement patterns, cashflow and projections for management reportingSupport system improvements through user testing and implementation of new digital initiativesRecommend process enhancements based on audit findings and operational reviewsMaintain updated standard operating procedures and process documentationOther miscellaneous operational supportSupport budget planning and forecasting activitiesHandle ad hoc projects and assignments as directed by managementParticipate in department initiatives and cross-functional workgroupsMaintain proper filing and documentation of all workWhat we are looking for:Requirements:Trained in business, accountancy or other relevant fields3-5 years of relevant working experience, preferably in accounting, administration or financial audit. Experience with government procurement practices and tender requirements will be a plusGood analytical and problem-solving skills, with a demonstrated ability to work with dataGood interpersonal and communication skills with ability to communicate effectively with grantee representatives and internal stakeholdersGood planning and organisational skills, with the ability to manage multiple tasks and deadlinesIndependent and meticulous with an eye for detailsHigh level of integrityProficient in MS Office, grant management systems and other relevant accounting applicationsNote: This is a fixed term contract role.Join us and help us to achieve our compelling vision of a caring and resilient Singapore.The successful candidate will be appointed into a position commensurate with his/her work experience.We regret to inform that only shortlisted candidates will be notified.About Tote Board:Established in 1988, Tote Board (Singapore Totalisator Board) is a statutory board of the Ministry of Finance.
