What the role is:You will be part of the AGD Salaries and Pensions team responsible for managing the finance, central operations and the system, policy and process aspects of the central payment cycles for payroll, claims, pensions and medical billing within the Government HR and Payroll (HRP) system.What you will be working on:You will be involved in: • Working closely with Head (Salaries and Pensions) and the Salaries and Pensions team to manage day-to-day operations to ensure accurate and timely payments to civil servants, pensioners, and healthcare service providers • Identifying opportunities for productivity improvements through transforming, streamlining and continuous improvement of work processes, keeping in mind system-level governance matters such as performance monitoring and reporting • Supporting system changes due to HR policy changes and translate policy intent and directions into workable system solutions • Strengthening the financial controls of payroll, claims, pensions and medical billing operations using tools such as using data analytics to identify areas of control gaps and improvements needed • Working with multiple module/track leads of partner agencies of the HRP system to support system remediation and enhancements (including changes due to policy changes). • Implementing new initiatives to improve service delivery to end users • Supporting users change management as a result of system changesWhat we are looking for:Requirements Functional/Technical Competencies • Tertiary education in Accountancy, Analytics, Economics, Statistics and related disciplines • Sound understanding of SAP and HR & Payroll practices, with at least 3 years of work experience, preferably in payroll-related functions • Good strategic thinking, planning and analytical skills to develop competitive HRP strategies and plans in relation to the whole-of-Government strategic goals • Proficiency in basic office productivity tools, especially Excel, Word and Powerpoint • Knowledge of data analytics would be an advantage Generic Competencies • Good interpersonal and communication skills • Ability to handle competing priorities • Strong negotiation, conflict resolution, influencing, and stakeholder management skills You will be notified whether you have been shortlisted within 4 weeks from the closing date of this job posting.About Accountant-General's Department:The Accountant-General's Department (AGD) plays an important role in making Singapore a better place through Finance.
