What the role is:As Deputy Director of Human Resources, you will lead strategic HR initiatives and oversee comprehensive human resource operations whilst providing expert advice to senior management on workforce planning, and organisational development.What you will be working on:Strategic LeadershipDrive strategic HR initiatives that align with organisational goalsPartner with stakeholders, including senior management to optimise organisational structure and resource allocationPerformance ManagementOversee performance management systems and annual review exerciseScholarshipsOversee scholarship programme and selection frameworkLearning & DevelopmentSpearhead learning and development strategies to enhance organisational capabilitiesOversee overseas training programmes and study awardsCollaborate with divisions to develop targeted training plans aligned with competency frameworksHR Operations & GovernanceOversee end-to-end HR operations including recruitment, compensation, benefits and employee relationsManage HR budget and resource allocation.Lead HR transformation initiatives and process improvementsProvide data-driven insights through HR analyticsEnsure compliance with employment legislation and regulatory requirements, including audit preparations and investigationsReview and update HR policies in line with PSD guidelinesHandle code of conduct and disciplinary mattersCompensation & BenefitsAdminister implementation of salary reviews and bonusesDevelop and implement skills allowance frameworksOversee and enhance benefits administrationManage union relations and negotiationsMonitor manpower costs and budgetingWhat we are looking for:ExperiencePreferably at least 10 years of HR experience with at least 3 years of managing a teamProven track record in strategic HR managementExperience in public sector HR preferredCompetencies/Skills[Strategic Workforce Planning]
Ability to plan for future workforce capacity and capability to achieve organisation goals. This includes the ability to proactively identify and manage the impact of workforce risks to the organisation.[Ops Tech Planning & Solutioning]
Ability to establish and manage effective and efficient HR management systems and leverage new technology to enhance HR operations and service delivery.[Data Analytics & Insights]
Ability to use data and analytics across a range of HR functions to generate insights for forward planning.Strong leadership and stakeholder management capabilities with the ability to build trust and credibility with key stakeholdersEffective people developer and the ability to nurture staffDemonstrates strong capability in translating strategic policies into operational excellence, with proven ability to drive initiatives from conceptualisation through to successful implementationExcellent communication and interpersonal skills, including good writing skillsExperience in change management and process improvementSuccessful candidates will be offered a 2-year contract.About National Heritage Board:The National Heritage Board (NHB) champions the development of a vibrant cultural and heritage sector in Singapore.
