We are seeking a Competency Framework Specialist with strong expertise in designing and implementing competency frameworks for tech functions at the enterprise level.Key Responsibilities:
  • Lead the design and implementation of a competency framework for various tech functions within the organisation.
  • Define role-based competency requirements across multiple seniority levels to support recruitment, development, and performance management efforts.
  • Develop end-to-end learning pathways aligned to the competency framework, including mandatory and recommended programs or certifications.
  • Collaborate with internal stakeholders and subject matter experts to plan learning interventions that meet evolving business needs.
  • Identify and work with internal faculty or external vendors to contextualize and deliver high-impact learning programs.
  • Provide learning partnership support to key business units: from training needs analysis, vendor recommendations, to programme execution.
  • Facilitate in-house training sessions and lead organisation-wide learning initiatives (e.g., capability-building events or learning festivals).
  • Set up governance structures for competency development, including steering committees and workplans.
  • Regularly review program effectiveness and recommend improvements.
Requirements:
  • Bachelors Degree in Human Resources, Information Technology, or related disciplines.
  • Minimum 5 years of experience in developing and implementing competency-based learning frameworks, ideally in tech-driven or large-scale organisations.
  • Strong stakeholder management and project management skills.
  • Prior exposure to setting up systems, frameworks, and governance in complex environments.
  • Professional certifications in L&D (e.g., ACLP or equivalent) will be an added advantage.
  • A proactive, organised, and agile mindset with the ability to manage multiple workstreams.
