
HR Competency Framework Specialist

- Lead the design and implementation of a competency framework for various tech functions within the organisation.
- Define role-based competency requirements across multiple seniority levels to support recruitment, development, and performance management efforts.
- Develop end-to-end learning pathways aligned to the competency framework, including mandatory and recommended programs or certifications.
- Collaborate with internal stakeholders and subject matter experts to plan learning interventions that meet evolving business needs.
- Identify and work with internal faculty or external vendors to contextualize and deliver high-impact learning programs.
- Provide learning partnership support to key business units: from training needs analysis, vendor recommendations, to programme execution.
- Facilitate in-house training sessions and lead organisation-wide learning initiatives (e.g., capability-building events or learning festivals).
- Set up governance structures for competency development, including steering committees and workplans.
- Regularly review program effectiveness and recommend improvements.
- Bachelors Degree in Human Resources, Information Technology, or related disciplines.
- Minimum 5 years of experience in developing and implementing competency-based learning frameworks, ideally in tech-driven or large-scale organisations.
- Strong stakeholder management and project management skills.
- Prior exposure to setting up systems, frameworks, and governance in complex environments.
- Professional certifications in L&D (e.g., ACLP or equivalent) will be an added advantage.
- A proactive, organised, and agile mindset with the ability to manage multiple workstreams.
