  • Provide oversight for Clinical quality data analytics and governance, including but not limited to:
  • Clinical outcome data (e.g. complication rates following treatment / procedures) for Annual Evaluation for Accredited Doctors
  • Medical information and data for selected diseases and health conditions (e.g. chronic renal failure and acute myocardial Infarction) for monthly submission to the National Registry of Diseases Office (NRDO) as required and mandated under the National Registry of Diseases Act.
  • Process and outcome measures relating to implemented care pathways for reporting at various forums e.g. Nursing Quality Assurance, Specialty Interest Groups (SIGs), etc.
  • Lead the Clinical Data Analytics team in carrying out clinical data functions, including but not limited to:
  • Gather relevant data information from various systems (e.g. SAP, SCM, OTMS, etc) and/or department stakeholders
  • Investigate data to identify patterns and trends and communicate effectively through data visualization, reports, presentation etc.
  • Collate and analyse data of Risk Management Committee (RMC) and Balanced Scorecard (BSC) clinical quality indicators for reporting at forums such as Quality Improvement Committee (QIC) and Medical Advisory Boards (MABs) in a timely and accurate manner.
  • Liaise with various process owners (e.g. Quality Management, Nursing etc) to guide and develop clinical audit tools and technical manuals for IHH Clinical Audit.
  • Advise and/or perform statistical analysis (e.g. control limits and survival analysis) to draw conclusions and provide recommendations on action plans
  • Provide oversight to the clinical coding team and functions, ensuring the coding turnaround time meet business, operational and regulatory requirements
  • Ensure timely and accurate submission of Diagnosis Related Group (DRG) data to MOH
  • Provide oversight to the care pathway team and functions: ensuring the development, training, outcome & utilization monitoring activities are carried out in a timely and effective manner
  • Provide oversight for VDO team including but not limited to:
  • Gather relevant data information from various systems (e.g. SAP, SCM, C+, OTMS etc), department stakeholders as well as leverage on TOSP and DRG coding to extract data to perform periodic review of key performance indicators for BSC submission and presentation at various forums (e.g. QIC, SIG meetings, MABs etc).
  • Perform literature review on evidence based best practices and leverage on clinical care pathways to drive value-based care initiatives.
  • Collaborate with multiple stakeholders (e.g. doctors, nurses, allied healthcare professionals and IT department) to
  • identify and establish process and outcomes (including Patients Reportable Outcome Measures, PROMs) parameters as well as cost drivers across 8 VDO procedures;
  • identify and develop Clinical Improvement Plan (CIP) to drive VDO outcomes
  • analyse and investigate patterns and anomalies which include performing case review on indicators that did not meet international benchmarks
  • Perform other duties as assigned by the HOD and maintain organization's data and management communications in the strictest confidence.
Qualifications & Experience
  • Minimum Degree in Statistics / Mathematics or equivalent
  • Minimum 5 years in data analytics role
  • Prior experience in healthcare industry will be advantageous
  • Advanced application of statistical analysis tools and Microsoft Excel (e.g. VBA and power query) for data analysis
  • Proficient with Microsoft PowerPoint and Word
  • Prior experience / knowledge in Diagnosis Related Group (DRG) &
Table of Surgical Procedure Codes (TOSP) coding standards will be advantageous * Prior experience / knowledge in medical terminology, diseases and procedures will be advantageous
  • Practical experience in at least one data visualization tools (e.g. Power BI) will be preferred
