What the role is:Within PSD, the Chief HR Officer's Office (CHROO) serves to professionalise HR in the Public Service and provide thought leadership to some 3,400 HR leaders and officers across the Public Service. CHROO's vision is to position the Public Service as “The Employer of Choice” to attract, manage and develop our officers to contribute towards building a “Trusted Public Service with Citizens at the Centre”. The HR Professional Development Programme launched by CHROO has gained traction over the last 2 years. Within the HR function, we are now expanding the programme with a payroll track. Successful candidates will be hired on a 1-year contract by VITAL Shared Services, a department under the Ministry of Finance. The programme will hone successful candidates into well-rounded HR payroll officers by undergoing accelerated learning through on-the-job training. Successful candidates can look forward to a holistic development programme consisting of curated workshops and courses to develop professional competencies in functional HR areas and to prepare applicants to attain IHRP certification at the end of the programme. Suitable candidates can also look forward to permanent roles within the Public Service, depending on fit and availability of roles. The programme is targeted at mid-careerist and candidates seeking a career in the payroll function. Candidates with prior payroll, taxation experience or CPF knowledge are certainly welcome to apply. At the end of the programme, you will be equipped with in-demand payroll skills and will be ready to pursue more job opportunities in both the public service and the private sector.What you will be working on:Senior Executive/ Executive Responsibilities The Senior Executive/Executive plays an instrumental role in VITAL's shared services team, delivering Payroll & Claims Services to our service partners. As the Senior Executive/Executive in VITAL, your role will encompass the following: 1. Handling payroll and claims processing for various government agencies in accordance to the stipulated service standards and SOPs (Standard Operating Procedures) 2. Process salaries (including bonuses), CPF and other statutory contributions of existing and new employees 3. Process salaries of exit cases (including no-pay leave) 4. Ensure that appropriate certification and approvals are in place 5. Ensure that all pay transactions are being verified and approved by Supervisor before being processed for payments 6. Respond timely to customers enquires pertaining to payroll 7. Exercise independent analysis and judgement according to SOPs (Standard Operating Procedures) and recommend course of action when responding to client agencies and customers 8. Conduct independent reviews of work processes and systems and recommend possible improvements to achieve greater efficiency and effectiveness 9. Billing of seconded officers for various government agencies 10. Perform manual computations of overpayment cases and ensure recoveries are promptly followed up 11. Process Journals and Payment Vouchers in accordance to SOPs (Standard Operating Procedures) 12.
