What the role is:As Singapore's coastal protection agency, PUB plays a critical role in defining what “coastal resilience” is in the face of climate change and how Singapore's coastal land and spaces will look like in the future when integrated with coastal defence infrastructure. You will be part of Coastal Protection Department's Strategic Planning team that is responsible for charting the medium to long-term coastal protection strategies for Singapore. You will help to draw up foundational planning strategies for coastal protection, formulate detailed plans to guide Singapore's long-term roadmap towards coastal resilience, and translate them into a new Code of Practice and design guidelines to facilitate implementation of coastal protection infrastructure. You will work closely with various teams within PUB, as well as other Ministries/ agencies and industry stakeholders on wide-ranging issues related to coastal infrastructure planning, to bring divergent views together to develop a set of whole-of-nation plans and strategies.What you will be working on:Key responsibilities include: • Develop long term coastal protection planning strategies and principles that will guide and shape coastal protection plans and programmes, through: o Identifying and assessing the risks (e.g. rate of sea level rise) and opportunities (eg long-term land use plans) critically to enhance value and/or reduce cost of coastal protection infrastructure; o Identifying emerging, medium and long term trends and topics of interest that may impact the proposed plans; o Drawing insights from leading cities/countries in coastal protection and climate resilience; o Performing quantitative and qualitative analysis to determine implications of the proposed strategies; and o Assessing trade-offs and interdependencies between resilience goal and other objectives (e.g. economy). • Develop a Code of Practice and technical design guidelines to guide the industry players in the implementation of coastal protection infrastructure and flood-resilient buildings • Conduct studies to plug knowledge gaps and inform strategic decision-making • Collaborate with stakeholders (internal PUB teams and external government agencies) to study plans and feasibility of implementation of coastal protection measures and consolidate resource requirements, eg implementation time, landtake needs, potential of co-location of infrastructure • Articulate key insights and recommendations to PUB's and Ministry's Senior Management • Shape communications on the coastal protection plans, design standards and guidelines to stakeholders, including the public • Coordinate multi-agency efforts to monitor and track the execution of infrastructure plans at national level; and review coastal protection plans and programmes on a regular basis • Evaluate developmental proposals for alignment with planning strategies and parameters, and advise stakeholders on technical requirementsWhat we are looking for:You are more likely to do well in this role if you enjoy working in a dynamic environment that entails managing multiple priorities and stakeholders at the same time, and are passionate about playing a part in building Singapore's long-term resilience against climate change. You should have/be: • Possess knowledge and/or at least 5 years of relevant working experience preferably in engineering, strategic planning, economics, operations research, urban planning, environmental studies, geography or related areas • Keen interest in urban infrastructure and physical urban development of Singapore • Enjoy working in a fast-paced environment with no precedent “fixed” answer and exploring new ideas, while adept at unpacking muti-disciplinary complex issues and adapting solutions to Singapore's context in nascent areas • Excellent analytical, writing, communication and presentation skills • Self-motivated, resourceful, attentive to details, and have good organisational, planning and coordination skills, so that you may oversee multiple workstreams with tight timeline • Strong interpersonal ability to work independently and in/across teams effectively and influence across organisational boundaries • Experience with quantitative data analytics software (such as R, Python, Tableau) and GIS software is a plusAbout PUB, The National Water Agency:PUB is an organisation that is recognised internationally for good water management.
