The incumbent to this role will manage and optimise the overall budget allocation for MOM, including providing advisory on budget-related matters and conducting finance analysis and formulating guidelines.What you will be working on:
  • Lead a team of budget analysts • Lead the strategic budgeting for MOM • Lead the optimisation of MOM's overall budget allocation • Evaluate funding requests to optimise resource allocation. Lead the annual Reinvestment Fund (RF) process for finance by proposing and evaluating proposals submitted by MOM departments and Statutory Boards to ensure they obtain the funding • Conduct financial modelling, finance and trend analysis to generate insights, ensure budget optimisation, as well as review cost methodology for best-in-class budget planning • Develop and review finance policies, framework and guidelines for better financial management, and ensuring governance and control • Provide advisory to Statutory Boards and/or Company Limited by Guarantee (CLG) on budget related matters, such as fund requests and declaration of unutilized funds • Support annual financial returns and audits required by external agencies such as MOF and AGD
What we are looking for:
  • Tertiary qualification in Data Analytics, Statistics, Engineering, Accounting, Business Administration with at least 3-5 years of relevant experience is preferred • Experience in Government agencies/public organisations, with applied knowledge in public sector financing and governance will be highly regarded • Possess critical thinking, analytical and decision-making skills • Good interpersonal skills and able to engage and communicate with key stakeholders at all levels • Good written, presentation and digital skills • Highly motivated with positive working attitude • Able to work independently and in a team • Inqusitive and possess a high sense of urgency
