What the role is:As Assistant Director/Manager, Procurement of the Communicable Diseases Agency Planning Office (CDA PO) set up by the Ministry of Health (MOH), you will support Deputy Head, Procurement in the setting up and management of the procurement function of the Communicable Diseases Agency (CDA). The CDA is a new government agency that is being established by the Ministry of Health (MOH) to oversee Singapore's communicable disease preparedness, prevention and control, surveillance, risk assessment and outbreak response. The CDA PO's role is to plan and execute the setup of the CDA, which will consolidate and build on the public health functions under MOH, the National Centre for Infectious Diseases, and the Health Promotion Board.What you will be working on:You will be working in a fast-paced and dynamic environment that will require you to manage multiple stakeholders and priorities concurrently for a smooth transition to the CDA. You will play a key role in the Procurement team in the CDA PO. Your key responsibilities include the following: • Develop CDA's centralised procurement strategy, in consultation with relevant stakeholders, to meet CDA's strategic goals and outcomes • Establish CDA's procurement and contract management frameworks, processes, approving authorities and templates that dovetail with the Procurement Government Instruction Manuals as well as the Ministry of Finance's (MOF) overall Whole of Government frameworks and processes • Work with key stakeholders to ensure proper and timely novation of relevant procurement contracts from relevant agencies to CDA • Set up CDA's procurement workflows in the relevant procurement and financial systemsWhat we are looking for:
  • Tertiary education in any discipline, preferably with modules related to procurement or supply chain management • At least 6 years of experience in government procurement • Strong working knowledge of Government procurement regulations and systems • Strong analytical, critical thinking and problem solving skills • Possesses the drive and curiosity to learn and apply new skills, knowledge and new ways of working • Committed with good working attitude and resilience to produce the desired results • Effective stakeholder management, communication and interpersonal skills to co-create solutions • Has a growth mindset in seeking continual improvements and keeping up with transformation that leads to significantly better and cost-effective outcomes. • Good team player • Independent and self-driven with the ability to multi-task in a dynamic and fast-paced environment and perform under pressure and tight timelines • Effective writing and presentation skills with a good command of English preferred • Proficient in Microsoft Office tools and prior experience in Workday will be an added advantage Key Competencies Require • Thinking Clearly & Making Sound Judgements - Strong analytical and critical thinking abilities to support the crafting of sound policy recommendations; ability to grasp timelines, operating context and ground realities. • Learning & Putting Skills into Action - Possesses the drive and curiosity to learn and apply new skills, knowledge and new ways of working. • Improving & Innovating - Ability to seek continual improvements, and to innovate and experiment while managing the risks involved. • Working Effectively with Stakeholders - Ability to mobilise and rally partners and stakeholders towards a collective purpose.
