[What the role is]Enforcement and Compliance Division (ECD)ECD is part of SSG’s Incentives Management and Enforcement Group (IMEG) which contributes to pan-organisational efforts of building an effective, responsive, and inclusive CET eco-system through effective grant management, Skills Development Levy Collection, and enforcement against external fraud and abuse.Through monitoring, intelligence, audit and investigation efforts, ECD drives SSG’s enforcement actions against errant entities and individuals to prevent abuse or contraventions of SSG’s funding, the Private Education Act, SkillsFuture Singapore Agency Act, Skills Development Levy Act and the respective regulations under the purview of SSG.[What you will be working on]The division oversees the conduct of inquiries and investigations of cases related to(a) abuse of incentives and grants administered by SkillsFuture Singapore (SSG); and(b) contraventions under the Private Education Act, SkillsFuture Singapore Agency Act, Skills Development Levy Act and the respective regulationsThe Manager candidate will have the following key responsibilities:Handle complaints and feedback from whistle-blowers on fraudulent grant claims or contraventions committed under the Acts and respective regulations under the purview of SSGConduct field surveillance on entities or individuals as part of intelligence gathering for casesConduct operations at the premises of entities or individuals to inspect documents and seize evidence etc. in relation to contraventions under the Acts and respective regulations under the purview of SSGConduct inquiries and investigations on entities or individuals that have breach terms & conditions of grant funding or committed contraventions under the Acts and respective regulations under the purview of SSGReview inquiry findings and ensure follow up enforcement actions are completed with appropriate penalty imposed on the offendersPrepare reports to SSG Management and Attorney General Chambers for recommended penal actions to be taken on offenders; andAssist in the legal prosecution of offendersThe Senior Manager may have the following additional responsibilities:Develop and review enforcement frameworks / strategies to ensure effective checks on areas of concerns under funding and Acts’ mattersLeverage on data to monitor, review and fine-tune strategies as well as drive process improvementPerform analysis of data and claims for risk profiling and case selection to achieve efficiency in enforcement{What are we looking for]To perform well in this job, you should possess the following:Tertiary qualificationAt least 3 years of relevant work experience in in investigations or enforcement for Manager; up to 7 years for Senior ManagerAble to leverage on technology, tools or ground intelligence to analyse and interpret data and propose next course of actionsAble to build strong relationships and collaborations with relevant divisions and stakeholdersAdaptable and able to thrive in disruptions or new challengesPossess strong policy acumen as well as good writing, communication, project management and presentation skillsGood analytical skills with advanced hands-on knowledge of Microsoft Excel (such as formula functions, pivot tables)Keen interest to keep abreast of new trends and developments to identify opportunities to improve existing policies, processes or strategiesDriven, meticulous and able to multi-task and work independentlyKnowledge related to financial and accounting principles, risk management and controls, Penal Code and Criminal Procedure Code would be advantageousCandidates without the required qualifications but with relevant experience and competencies are welcome to apply.
