What the role is:As Assistant Manager/Manager, Financial Reporting of the Communicable Diseases Agency (CDA), you will support Deputy Director, Finance in the management of the finance function.You will be working in a fast-paced and highly volatile environment that will require you to manage multiple stakeholders and priorities concurrently.What you will be working on:You will play a key role in the Finance team of the CDA. Your key responsibilities include, but not limited to the following:Prepare / review monthly closing activities accurately and in a timely manner to facilitate the preparation of financial reports for internal and external stakeholders in compliance with Government Instruction Manuals and standard operating procedures.Ensure that transactions are properly recorded to align with reporting needs, and are in accordance to Statutory Board Financial Reporting StandardsReview monthly schedules prepared after month end and year-end closingPrepare management reports including income and expenditure statement and balance sheet, as well as performing variance analysis and data analyticsPrepare annual financial statements for external auditPrepare any required returns to Department of Statistics or Accountant-General's Department, and ensure that the submissions are accurateConduct analysis of financial performance, identify anomalies and potential risks, and provide recommendations for improvement.Liaise with internal and external stakeholders on financial reporting and audit related mattersBe involved in the process of statutory and internal audits including follow-up on appropriate corrective and/or preventive actionsPerform the role of Finance Business Partner for CDA Divisions, acting as point of contact for their finance queries and needs on budget and finance processes, and review budget submissions.Identify areas to leverage on technology and develop capabilities to improve work processes and insights for financial analysis.What we are looking for:Job requirementsBackground in Accountancy and/or is a Chartered Accountant/Certified Public AccountantAt least 2 years of experience in managing key finance functions and preparation of full set of accounts, including group accounts, of statutory boards or private sector companies as well as managing the external audit process is preferred.Familiar with prevailing Statutory Board Financial Reporting Standards, Finance Government Instruction Manuals as well as best practices in financial governance and controlStrong analytical, critical thinking and problem-solving skillsCommitted with good working attitude and resilience to produce the desired resultsEffective stakeholder management, communication and interpersonal skills to co-create solutionsGood team player and meticulous with numbersIndependent and self-driven with the ability to multi-task in a dynamic and fast-paced environment and perform under pressure and tight timelinesPrior experience in Workday will be an added advantageAbout Communicable Diseases Agency:The Communicable Diseases Agency (CDA) was established in 2025 as a statutory board under Singapore's Ministry of Health (MOH) to serve as the central authority for public health policymaking to manage and control the threat of communicable diseases. This is aimed at strengthening Singapore's public health capabilities built during the COVID-19 response to ensure a unified command and coordinated approach across all situations, from routine disease control to future outbreaks. CDA safeguards the nation from communicable diseases through disease surveillance, outbreak investigations, vaccination programs, public education, and global health collaboration. Beyond domestic activities, the CDA aims to expand Singapore's global outreach and foster collaboration with international partners.
