- Responsible for end-to-end design (including security) of transmission and transport systems to meet Home Team Departments' (HTDs') operational needs, ensuring long-term sustainability and effectiveness. • Gather users' requirements, conduct trials, obtain budget approval, writing tender documents (including requirements and technical specifications), perform tender evaluation, procurement, project management and vendor management • Plan and manage projects of new or existing transmission and transport networks, including technology selection, network topology & capacity planning, service rollout and performance improvement etc • Plan near-term and long-term architectural evolution, including technology selection, network topology and capacity planning for new and existing networks. • Analyse and communicate architectural differences between solution methods, addressing integration challenges across different platforms. • Lead complete project lifecycle including requirements gathering, trials, budget approvals, tender management (preparation, evaluation, procurement) and vendor management. • Identify and mitigate project risks early, assess implications, and escalate critical matters to management when necessary. • Provide regular updates to HTX management on project milestones, issues and expenditure status. • Oversee system integration, acceptance testing (UAT, FAT, OSAT, SSAT), and regression testing to ensure deliverables meet specifications. • Ensure proper system configuration, change management, and version control. • Verify delivered hardware and software support status, maintaining accurate asset documentation. • Monitor vendor performance in resolving system faults within contractual turnaround time. • Ensure systems meet contractual availability requirements while optimising life-cycle cost (LCC) and spare parts management. • Identify and analyse critical design parameters affecting system performance. • Monitor and maintain operational requirements compliance within approved budgets. • Effectively engage with stakeholders, including various agencies and Home Team Departments (HTDs). • Perform any other duties as assigned by HTX Senior Management or Deputy Director.
- Tertiary qualification in Electrical/Electronic Engineering, Computer Science, Information Systems or related engineering fields. • At least 3 years of relevant experience in a suitably sized enterprise environment. • Strong technical knowledge of transmission and transport technologies, including Dense Wavelength Division Multiplexing (DWDM), IP/Multiprotocol Label Switching (MPLS), Software-Defined Wide Area Networks (SD-WAN), Service Orchestration and Network Slicing. • Experience in telecommunications industry, with knowledge of transport technologies (such as DWDM and IP/MPLS). • Experience in telecommunications industry with 5G technologies preferred, including knowledge of standards such as 3GPP and ETSI. • Basic knowledge in 5G Network Functions (NFs), NFV and SDN mechanisms. • Experience in Quantum-Safe Technologies (including Quantum Key Distribution (QKD) and Post-Quantum Cryptography (PQC)), as well as Artificial Intelligence (AI) and automation in transmission networks would be advantageous. • Preferably relevant disciplines and professional certifications from major telecommunications vendors/suppliers. • Preference will be given to candidates with project management certifications and professionally recognised networking certifications (such as CCNP, CCIE). • Strong planning and project management abilities, with demonstrated problem-solving, facilitation and organizational skills. • Strong interest in technology and innovation. • Competent, self-motivated, pro-active, dedicated and responsible as well as having the ability to work independently without the need for close supervision. All new hires are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
