Job SummaryThe Assistant Manager/Deputy Manager (AGSS/BFI/DSR) is responsible for optimising the quality and quantify of fuel, as well as the serviceability of all facilities and equipment, ensuring rectification of any abnormalities. He also proposes innovative methods to improve operational efficiency and implements changes to the Standard Operating Procedures (SOPs). He mitigates safety and/or security risks by ensuring measures are put in place to prevent recurrence of any lapses, errors or losses, and serves as a Site Incident Controller during emergency situations.The Assistant Manager/ Deputy Manager (AGSS/BFI/DSR) has excellent planning and people management skills to manage teams and staff development effectively. A good communicator and problem solver, he leads teams to achieve KPIs and business goals.Job Responsibilities/Key Tasks(External)Conduct fuel farm operations
  • Review plans to resolve fuel quality issues
  • Propose corrective action if lab reports show deficiencies in fuel properties
  • Review operational plans for loading and unloading of fuel
  • Trigger and conduct investigation if fuel gain/loss exceeds prescribed tolerance level and propose get well plan
  • Review fuel demand forecast
  • Review operational plans for top up of refueller
Conduct fuel bridger and aviation specialised vehicle (ASV) operations
  • Review operational plans for aircraft defueling and refuelling
  • Review operational plans for fuel bridger and aviation specialised vehicles (ASV) to ensure efficiency
Perform maintenance operations
  • Escalate defects to customer's operations team on impact arising from non-availability of GFE/GFP
  • Establish maintenance action plans for in-house facilities and vehicles
  • Review plans for housekeeping
  • Review discrepancies reports for Government Furnished Equipments (GFE), Government Furnished Property (GFPs) and in-house equipment
Ensure operational excellence and compliance with quality and safety standards
  • Operationalize new base/projects to ensure smooth transition/ implementation
  • Review plans to mitigate identified risks and business disruptions based on team's operations
  • Review briefing content, including planning of safety knowledge and new safety requirements
  • Co-Chair monthly ops, deployment exercise and safety briefing
  • Endorse quality and safety reports and review action plans to address QHSSE lapses as part of safety conversation
  • Review Standard Operating Procedures (SOPs) to meet regulatory requirements
Manage customer experience and relationships
  • Manage escalation of customers' complaints and establish processes to prevent similar recurrences of customer complaints
  • Review the daily and monthly management reports to ensure that reports capture strategic work done and anticipates and resolves concerns of customers
  • Compile customer survey data and draw insights from customer data for future engagements and further enhancements
Manage people, finance and organisational development
  • Review learning roadmap for team's required competencies and qualifications to ensure proper qualifications/ certifications prior to assignment
  • Conduct manpower planning to optimise operational efficiency
  • Forecast capital and operating departmental budget
  • Review and approve purchase requisition based on financial allowable limits (FAL)
  • Ensure timely security clearance of staff
  • Lead implementation of department's recruitment and retention efforts
Job RequirementsProfessional Qualifications & Relevant Experience
  • Degree with operation management skills preferred.
  • Prior experience in Aviation industry is preferred
  • MS Office - Excel, Words and PowerPoint
