What the role is:The Waste Management Division (WMD) is responsible for the regulation of the waste collection industry, the Public Waste Collection scheme, general waste disposal facilities, the Extended Producer Responsibility and Mandatory Waste Reporting schemes. Through these programmes, WMD aims to achieve an efficient and sustainable waste-to-resource management system in Singapore. It also enforces against illegal dumping activities.The Producer Responsibility Department (PRD) under WMD oversees the development, administration and regulation of Extended Producer Responsibility (EPR) Schemes for waste streams such as E-waste and packaging waste, as well as the Mandatory Packaging Reporting (MPR) framework. It is responsible for the licensing of the Producer Responsibility Scheme (PRS) Operator and the regulation of recycling facilities under the EPR schemes. It is also responsible for the audit and verification of data submitted under the EPR and MPR schemes to ensure stakeholder confidence and integrity of the system.What you will be working on:You will be part of a dynamic team that is involved in the development and implementation of e-waste management strategies and initiatives, including those under the Zero Waste Masterplan. You will be required to take on a regulatory role to ensure industry and stakeholders' compliance to the Resource Sustainability Act on e-waste management. In addition, you will have the opportunity to work on cross departmental initiatives and projects related to e-waste; and to play a vital role in achieving Singapore's vision of becoming a Zero Waste Nation. You will be responsible for the following:Review global and local landscapes for sustainable e-waste management strategies and technologiesDevelop and implement plans for key waste streams (i.e. e-waste)Work with other departments/agencies to support national efforts on circular economy, resource optimisation and recyclingWork with other departments/agencies to develop and build up capabilities for the e-waste recycling industryAdminister and regulate Extended Producer Responsibility and related reporting schemes for e-wasteConduct inspections, verification and enforcement to ensure compliance of relevant stakeholders with the Resource Sustainability ActWork on the required legislative amendments for current and emerging regulated waste management systemsWork with other parties to roll out initiatives to improve e-waste collection by the PRS OperatorManage feedback from members of public and stakeholdersOther duties as assignedWhat we are looking for:At least a degree in Chemical/Mechanical/Electrical/Environmental engineering or equivalent fieldPreferably at least 5 years of experience in solid waste management/sustainability/auditing is preferredPassion for environmental protection and adept at working with corporate and public stakeholdersOutgoing and pleasant personality; independent and resourceful; highly self-motivated; adaptable to diverse work scopesIntegrity, team player and equipped with good interpersonal skillsGood analytical, communication, problem solving skillsMeticulous with an eye for detailAs part of the shortlisting process for this role, you may be required to complete a medical declaration and/or undergo further assessmentAbout National Environment Agency:The National Environment Agency (NEA) is the leading public organisation responsible for ensuring a clean and sustainable environment for Singapore.
