What the role is:As a critical member of the Innovation Office, you will work with stakeholders within HPB and across WOG to implement the PPH strategy. This includes seeking opportunities to embed the PPH principles, learnings, and prototypes into existing programmes and potential collaborations. You will also staff project management work on PPH, such as optimising the overall budget and tracking and reporting PPH deliverables.This leadership position offers the right candidate the opportunity to define and develop a board wide innovation roadmap and strategy whilst seeking the partnership and buy in from both internal and external stakeholders, which could include MOH and the RHSes. In addition, the candidate will also represent HPB when engaging with commercial partners to co-develop innovative health promoting solutions for our citizens.The Health Promotion Board's vision is to build a nation of healthy people. We aim to empower residents in Singapore to attain optimal health, increase the quality and years of healthy life and prevent illnesses, disability, and premature death.You will be a part of HPB's Innovation Office to drive the design and implementation of Precision Public Health (PPH) projects, the creation of a nationwide platform to collect and contribute real-time and personalised biometric and wellness data through smart devices such as wearables, artificial intelligence, and machine learning. You will also be responsible for co-creating the strategic innovation roadmap for the Board. In addition, you will work closely with MOH to position and coordinate HPB's programmes as part of MOH's major national strategy Healthier SG.Responsibilities
  • Ability to quickly understand the evolving climate and synthesise the impact of the changes to the organisation's narrative and business needs across different domains
  • Ability to engage, influence, collaborate and seek buy-in and support from internal and external stakeholders on strategies, plans, and narratives.
  • Work across various Divisions in HPB, including Strategic Planning, Programmes, Outreach, and Research, to craft and deliver on greenfield projects and strategies such as AI.
  • Liase across Whole-of-Government to ensure alignment on digitalisation and innovation strategies, including the localisation and use of WOG tools such as LLM and Generative AI.
  • Dealing with external commercial stakeholders on a variety of issues including programme design, implementation, financial considerations, legal, evaluation etc.
  • Report progress of PPH and innovation strategy implementation at various platforms
RequirementsCandidates should have:
  • Qualifications in public health, business administration or any other relevant disciplines.
  • At least 5 years of experience in developmental and planning roles, preferably with public policy experience.
  • Strong strategic thinking and problem-solving skills
  • Strong analytical abilities to synthesize information, build strong narrative, and distil ideas and concepts into concrete plans.
  • Excellent interpersonal and relationship building skills to maintain strong stakeholder partnerships.
  • Excellent oral and written communication and presentation skills.
  • Strong ability to work effectively in an environment that is highly matrixed, fluid and fast-paced.
