The Role Responsibilities The Resourcing Manager (RM) will be responsible for developing appropriate talent acquisition strategies and managing the end-to-end talent resourcing process to deliver on hiring targets for senior roles within assigned business functions, always ensuring fair consideration of local candidates in finding the right person for the job. Partnering with the business, the Resourcing Manager will provide consultative resourcing support to deliver a comprehensive and value added service, covering the all employed worker (internal and external) local and cross border hires and transfers, ensuring at all times that the resourcing activity is aligned with and effectively communicates the employer brand. Targets, budgets and governance Guide the business on resourcing planning Agree to and deliver on direct sourcing and cost saving targets Ensure compliance with relevant operational and people risk controls, and employment legislation Manage and escalate issues and risks as appropriate so that they can be appropriately tracked and managed Provide ad hoc support to Country Resourcing Relationship Manager, as required Reporting %26amp; System Management Effectively use systems to drive the end-to-end talent acquisition process, recording all relevant details associated to job requisitions and candidates in a timely manner, ensuring applicants are categorized effectively and regularly conducting system %26lsquo;housekeeping%26rsquo; Analyse dashboards, reports and MI to proactively monitor and interpret internal and external conditions, using these findings to deliver operational excellence and continuous improvement e.g. more effective and efficient channel management, candidate conversion Sourcing and Selection Conduct structured business needs discussions with hiring managers before commencing candidate searches End to end applicant management for each JR, including appropriate handling of rejections Conduct preliminary assessments on candidates%26rsquo; talents, fit and readiness, setting realistic role expectations Utilize various candidate sourcing channels from database mining to social networking searches and passive candidate headhunting Develop multi-hire sourcing approaches and work in partnership with colleagues across the network and overseas sourcing channels Employer Brand and Employee Value Proposition Ensure the employer brand is fully leveraged, and embedded in resourcing touch points (including candidate and vendor interactions), ensuring full understanding and alignment by Hiring Managers in delivering consistency of messaging and an optimal candidate experience Networking at professional and trade events, participating in career fairs, and partnering with Government Labour Agencies Comply with employer brand governance processes Relationship Management Partner with colleagues, candidates and vendors, building sustainable relationships, setting and managing expectations clearly Deliver a high degree of engagement and buy-in/understanding between the business and Resourcing, increasing awareness of Resourcing%26rsquo; total service offering and hiring managers%26rsquo; responsibilities, ensuring that credibility is earned quickly and the role holder is sought out for advice and engaged at the outset of all senior recruitment, optimizing frontline delivery Collaborate with country and offshore resourcing teams Our Ideal Candidate 8+yrs Successful in- house banking recruitment track record in senior hiring Experienced working in a complex matrix, with a broad base of cultures, effectively dealing with demanding and fast-paced clients Experienced in leading a small team, coaching, managing and engaging recruiters to deliver high performance Demonstrated relationship and stakeholder management skills across diverse businesses and cultures Strong Singaporean candidate network in banking and technology Good knowledge of the market, competitors, fair consideration and hiring practices Able to deal with high recruitment volumes as well as specialist roles, managing multiple vacancies at any time across a variety of disciplines Experienced in developing resourcing strategies and managing multiple recruitment channels to deliver recruitment targets within budget.
