What the role is:You formulate, implement, and govern outsourcing strategy and landscape for engineering, maintenance and logistics capabilities.What you will be working on:On this, you lead the enterprise and strategic risk assessments on outsourced capabilities to ensure contractors' support resiliency and sustenance readiness, whilst ensuring no lapses in the management and execution of individual contracts. You shape, design, and formalise contracts to achieve intended support and operational outcomes for the Digital and Intelligence Service (DIS)'s mission, objectives, and strategic direction. You also need to build up contract management competencies within the organisation so as to achieve the required change implementations. Due to the nascent set-up, your challenge lies in familiarising yourself with contract governance and management, contractor readiness, outsourcing strategies, risk management, MINDEF/SAF level processes, policies and procedures and guidelines in order to expeditiously redefine, develop and standardise processes within the organisation.What we are looking for:You must have a tertiary qualification, with at least 10 years' experience in outsourcing governance/management, engineering, supply chain management or related field. You should be a resourceful professional with excellent communication skills to communicate and articulate with diverse groups of stakeholders ranging from senior management, policy owners to the users. You must be a strategic and critical thinker, and possess strong leadership skills to guide and support through change and steer the team towards the vision.
