Assurity Trusted Solutions (ATS) is a reputable subsidiary of the Government Technology Agency (GovTech), dedicated to operating the National Authentication Framework (NAF) and National Certification Authority (NCA) in Singapore. Our primary focus is to establish trust in the use of digital services by providing secure and convenient identity management solutions. We are currently seeking an experienced IT Procurement Partner to join our team and contribute to our mission of enhancing Singapore's competitiveness as a trusted ICT hub for citizens and businesses.

Manage and execute the procurement of ICT systems, goods and services in a timely manner. This includes the preparation of all procurement deliverables for each procurement project assigned;
Be part of various project teams to complete the procurement project on time;
Provide business perspective in project teams;
Draft, review and refine structure of tenders, contractual terms, and requirement specifications for the procurement of the ICT systems, good and services;
Understand the government procurement policy and advise project teams on meeting such policies while enabling project needs to be met;
Identify potential procurement risks and its implication to the project stakeholders, and propose mitigating measures to manage the risks;
Review proposals from suppliers;
Review, clarify and negotiate business rules with suppliers;
Drive innovation on work processes;
Monitoring and Track Project Expenses and Timeline;
Ensure that records and documentation of projects and related issues are kept updated; and
Any other duties that may be assigned.

Requirements

Be familiar with Government IM on Procurement;
Minimum 8/10 years of relevant working experience, preferably in both procurement and IT, with minimum 3 years in a project management role. Experience in managing Cloud, SaaS and/or AGILE projects will be beneficial;
Good knowledge of government infocomm environment;
Good knowledge of ICT procurement and contract management practices;
Ability to communicate effectively across all levels;
Team Player and Self-Motivated;
Able to consolidate multiple streams of information into a cohesive whole; and
Good command of the English language, both written and spoken
