(Senior) Business Partner, Funds & Reserves Management

[What the role is]
You will be part of Enterprise Singapore’s Finance, Procurement and Administration team responsible for managing of the budget for fiscal sustainability, driving value-for-money in purchases, and ensuring a safe and conducive work environment. In this role, you will be a Business Partner to Divisions administering grant schemes and is responsible for providing financial advice to the relevant stakeholders on grant budget, grant disbursement, clawback related matters.[What you will be working on]
  • Lead and/or support the yearly grant cashflow budget exercise and liaise with Ministries/Funder on the submission of scheduled grant drawdown requests.
  • Monitor weekly/monthly cashflow and grant budget utilisation and prepare management reports to support strategic decision-making and forward cashflow planning purposes.
  • Manage grant disbursements, monitor clawback/repayments and ensure the accurate and complete recording of all disbursements, clawbacks and related journal entries in the books.
  • Manage the submission of write-off of irrecoverable grants and liaise with Ministries/Funder on the submission.
  • Review regular internal workflow, policies and drive process improvements/automation/re-design and oversee system development/enhancements to streamline processes to achieve overall efficiency for the team.
  • Lead and/or support system developments and enhancements to better support the organisation’s strategic goals and operational requirements.
  • Liaise with internal and external auditors on audit of processes and accounts.
  • Participate in ad-hoc projects as assigned.
[What we are looking for]
  • Bachelor’s degree in Accountancy and possess at least 3 to 5 years of post-qualification experience.
  • Chartered Accountant or member of equivalent professional accounting qualification is preferred. Accounting experience gained should be from a large corporation accounting/finance function.
  • Experience in the public sector or big 4 accounting firm will be advantageous.
  • Independent, meticulous with a strong analytical mind and ability to work under pressure to meet tight schedules.
  • Strong interpersonal skills with excellent written and presentation abilities is required in order to work across functions and levels of management.
  • Motivated individual and a team-player who is able to collaborate well with internal and external stakeholders.
