What the role is:As Manager / Assistant Manager, Finance Services of the Communicable Diseases Agency (CDA), you will support the Assistant Director, Finance Services and Deputy Director, Finance in the management of the finance function.You will be working in a fast-paced and highly volatile environment that will require you to manage multiple stakeholders and priorities concurrently.What you will be working on:You will play a key role in the Finance team of the CDA. Your key responsibilities include, but not limited to the following:Manage financial operations (including payments and collections) and fixed assets to ensure accuracy, promptness and compliance with Government Instruction Manuals and standard operating procedures.Support in the fee review exercise by collating and analysing inputs from CDA DivisionsPerform the role of Finance Business Partner for CDA Divisions, acting as point of contact for their finance queries and needs on budget and finance processes, and review budget submissions.Partner and guide internal stakeholders on internal financial processes to ensure compliance and seek continuous improvement based on feedback to enhance efficiency.Identify areas to leverage on technology and develop capabilities to improve work processes and insights for financial analysis.Handle tax filing of GST returns and work with tax consultants/IRAS on tax mattersUndertake ad hoc projects as assigned by supervisor as part of staff developmentWhat we are looking for:Job requirementsBackground in Accountancy and/or is a Chartered Accountant/Certified Public AccountantPreferably 1-2 years of experience in managing key finance functions and preparation of full set of accounts, including group accounts, of statutory boards or private sector companies as well as managing the external audit processFamiliarity with prevailing Statutory Board Financial Reporting Standards, Finance Government Instruction Manuals as well as best practices in financial governance and control is preferredStrong analytical, critical thinking and problem-solving skillsEffective stakeholder management, communication and interpersonal skills to co-create solutionsGood team player and meticulous with numbersIndependent and self-driven with the ability to multi-task in a dynamic and fast-paced environment and perform under pressure and tight timelinesPrior experience in Workday will be an added advantageAbout Communicable Diseases Agency:The Communicable Diseases Agency (CDA) was established in 2025 as a statutory board under Singapore's Ministry of Health (MOH) to serve as the central authority for public health policymaking to manage and control the threat of communicable diseases. This is aimed at strengthening Singapore's public health capabilities built during the COVID-19 response to ensure a unified command and coordinated approach across all situations, from routine disease control to future outbreaks. CDA safeguards the nation from communicable diseases through disease surveillance, outbreak investigations, vaccination programs, public education, and global health collaboration. Beyond domestic activities, the CDA aims to expand Singapore's global outreach and foster collaboration with international partners.
