What the role is:As Manager (Budget) of the Communicable Diseases Agency (CDA), you will support Assistant Director (Budget) in the management of the budgeting function.You will be working in a fast-paced and highly volatile environment that will require you to manage multiple stakeholders and priorities concurrently.What you will be working on:Your key responsibilities include the following:Set up and implement the relevant budgeting policies, processes and approving authorities for the CDAWork with key stakeholders to secure funding support for CDA from parent Ministry and/or external funding agencies e.g. Ministry of Finance, including ensuring optimal budget allocation to the CDA divisionsBe involved in CDA's annual budget exercisesWork with CDA divisions to ensure optimal utilisation of CDA's budgetPerform financial analysis, budget planning and forecastsReview funding papers put up by CDA divisions and provide inputs from the budgeting perspectiveBe involved in the set up and subsequent implementation of CDA's financial and budgeting systemsWhat we are looking for:Job RequirementsTertiary qualification in Accountancy or Business and/or is a Chartered Accountant/Certified Public AccountantAt least 2 years of relevant experience in budget management in the public sectorGood working knowledge in the various types of public sector funding sources e.g. block budget, Reinvestment Fund, etcFamiliar with prevailing Finance Government Instruction Manuals as well as best practices in financial governance and controlMeticulous with numbersStrong analytical, critical thinking and problem-solving skillsEffective stakeholder management, communication, and interpersonal skills to co-create solutionsGood team playerIndependent and self-driven with the ability to multi-task in a dynamic and fast-paced environmentEffective writing and presentation skills with a good command of English are preferredPrior experience in Workday will be an added advantageAbout Communicable Diseases Agency:The Communicable Diseases Agency (CDA) was established in 2025 as a statutory board under Singapore's Ministry of Health (MOH) to serve as the central authority for public health policymaking to manage and control the threat of communicable diseases. This is aimed at strengthening Singapore's public health capabilities built during the COVID-19 response to ensure a unified command and coordinated approach across all situations, from routine disease control to future outbreaks. CDA safeguards the nation from communicable diseases through disease surveillance, outbreak investigations, vaccination programs, public education, and global health collaboration. Beyond domestic activities, the CDA aims to expand Singapore's global outreach and foster collaboration with international partners.
