What the role is:At GRA, we regulate the management and operation of gambling and casinos to contain and control the potential of gambling and casinos to cause harm to minors, vulnerable persons and society at large. As a Legal Counsel, you are a talented legal professional with an analytical mind and have great insights on regulatory matters. GRA Legal Division performs a range of legal functions - development of regulatory policy and administration strategies, regulatory advice, disciplinary and regulatory actions, litigation, and corporate advice. At GRA Legal Division, you are responsible for the proper regulation of the entire gambling landscape in Singapore and the casinos. Join the GRA Legal Division and BE THE DIFFERENCE.What you will be working on:Reporting to the General Counsel, you will assist to advise on, develop and implement regulatory policies and actions. You will provide legal advice and support to GRA in all aspects of the performance of its statutory functions and duties. You will be assigned to the following areas of work: * Policy: work with management to develop and implement regulatory policies; * Legislation: draft regulatory instruments such as subsidiary legislation, approvals, notices, directions and licenses; * Enforcement: provide advice on regulatory matters arising from the Gambling Control Act and Casino Control Act, the regulations thereunder, and other related laws; * Corporate: draft and vet contractual documents such as tenders, employment contracts, insurance policies and other commercial agreements; * Secretarial: provide secretariat support to GRA Board sub-committees; * Training: provide legal training to GRA officers; * Public Engagement: actively involved in engaging the public on GRA's mandate.What we are looking for:
  • A degree in Law and called to the Singapore Bar * Preferably 3-5 years of Post-Qualification Experience * Good writing and presentation skills * Able to consider issues in a holistic manner * Able to engage people at all levels * Analytical, independent, proactive and self-motivated * Able to deliver results under pressure * A passion to serve and make a difference to society * Seeking a long-term career in public service
About Gambling Regulatory Authority:The Gambling Regulatory Authority (GRA) was reconstituted from the Casino Regulatory Authority (CRA) on 1 August 2022. GRA is a statutory board under the Ministry of Home Affairs and is responsible for regulating the gambling landscape in Singapore. We protect the people by keeping gambling honest and free of criminal influence, and minimising the harm from gambling. We strive to be a trusted and agile gambling regulator for a safe Singapore.
