- Administer the procurement policy and governance function in the Central Procurement Office (CPO). •Conduct continuous development, revisions, and improvement of Procurement Resource Materials (procurement related manuals, directives, advisories, templates, checklists etc) based on Government Instruction Manual (IM) on Procurement. This includes incorporating MHA/HTX-specific procedures and best procurement practices from public and private sector procurement to cater to MHA/HTX internal needs as well as MHA/HTX unique areas. •Operationalise and promulgate procurement policies and SOPs and promote good procurement practices within MHA/HTX; provide guidance to MHA/HTX divisions on procurement and contract implementation procedures; continuous engagement with WOG procurement policy owners e.g. MOF, on procurement matters including recommendations that will impact or benefit WOG. •Explore and leverage digitalisation tools such as procurement virtual chatbot, document generator, to support digital transformation of procurement process; Oversee the operation of Procurement Virtual Assistant to render timely advice and guidance to users on procurement matters, curation of information continuously to train and optimise Procurement Virtual Assistant deployed to address procurement-related queries accurately. •Develop and maintain MHA/HTX procurement governance framework, striking optimal balance between governance and operations efficiency. •Leverage data analytics to monitor compliance of procurement procedures, identify high risk areas and detect anomalies. •Perform end-to-end management of audit activities, engaging domains and auditors in reviewing draft reports and support CPO management in the audit forums. •Assess systemic cause for non-compliance and strategies to strengthen governance. •Other ad-hoc initiatives and projects may be assigned.
- Possess a degree preferably with at least 2 years' of procurement experience. Previous experience in the Public Sector with knowledge on Government Procurement procedures, is an added advantage. •Keen interest in developing as a procurement professional. •Able to work in a dynamic fast paced environment and manage workload well. •Strong analytical and communication skills. •Must be able to work well in a team. All new hires are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
