[What the role is] Oversee the development, implementation and growth of effective social services, data systems and initiatives that meet service users' needs efficiently across subsector(s).[What you will be working on]Be part of a team that seeks to achieve better outcomes for persons who use social services so that these service users are empowered to live with dignity. Key responsibilities include:Oversee Service Strategy ImplementationAnalyse landscape and engage stakeholders to understand national strategies and identify critical and emerging needs and gapsPartner with social service agencies (SSAs), government agencies and stakeholders to develop and implement strategies to meet such needs and gapsEngage with internal and external stakeholders to ensure alignment with objectivesDrive collaborations to develop innovative solutionsProgramme Management and EvaluationOversee assessments of funding proposals for new programmesPartner with service providers to grow person-centred, resource-efficient solutionsSet and monitor output, outcome and impact indicatorsPerform budgetary operations (e.g., funding computation, disbursements) for programmesManage performance evaluation and community funding allocationTrain and guide officers in programme implementationCollate and produce reports for key stakeholdersSystems Management and Data AnalysisManage enhancements, maintenance and day-to-day operations systems for programme reporting and data collectionWork with government agencies to empower service users with information to find needed supportEnable real-time monitoring of key programme metrics and analyse programme data to identify trends, issues and gapsGrant managementManage operational policies, including grant design, eligibility and assessment criteriaCoordinate application and assessment phases, including conducting briefs and workshopsManage funding disbursements, budget utilisation and proper accountingDevelop and maintain standard operating protocols, streamline processes and reduce administrative workSupport the Services Group and NCSS as and when required[What we are looking for]Personal Competencies:Strong communication & interpersonal skills to work with multiple stakeholdersAble to work independently as well as collaboratively in a dynamic environmentStrong organisational skills with keen attention to detailsResults-driven self-starter with proven ability to identify opportunities and drive projects to completionSkills & Knowledge:Relevant experience with social services, and/or with grant management.Knowledge of public service grant management and funding practices will be an added advantageWe regret to inform that only shortlisted candidates will be notified.
