What the role is:The Workforce Policies and Practices (WPP) team oversees the HR policies and practices aimed at enhancing the career proposition for the workforce in the Government Information and Communications Technology & Smart Systems (ICT&SS) sector, to enable the Government to attract and retain a fair share of the digital tech workforce, so as to drive effective digitalisation across the Public Service.What you will be working on:As part of the WPP team and reporting to a team lead, you will be responsible for the development, review and implementation of the ICT&SS Competency Framework to attract, develop and retain the digital-tech workforce in the Public Service, working in close collaboration with agencies such as GovTech, CSA and IMDA. You will ensure that the Competency Framework (i) remains relevant and up-to-date; and (ii) can serve as effective levers to raise the workforce's digital capabilities. In particular, you will be working on: • Development, review and implementation of the ICT&SS Competency Framework, collaborating with both internal and external stakeholders. • Oversight of market benchmarking for the Government ICT&SS sector. • Review and implementation of a competency-based skills allowance framework. • Advocate and promote the use of data for data-backed decision making and ensure adherence to data governance policiesWhat we are looking for:We are in search of motivated individuals who possess the following skillsets and traits: • Minimally 5 - 7 years of HR experience, with some prior experience in competency framework development and implementation; as well as 2-3 years of experience in policy formulation and reviews • Basic appreciation of digital technologies is necessary; prior experience in the tech industry and/or higher level of know-how in digital technologies and its application to the Public Service will be advantageous. • Proficient in Excel • [Business Acumen] Demonstrate keenness and quickness in understanding the organisation's as well as Government ICT&SS sector's business context, drivers, opportunities, and risks. • [Sense-making and Data Analytics] Possess the ability to make data-driven recommendations. This entails the ability to perform data analysis using appropriate tools and techniques to obtain and present insights. • [Communication and Engagement] Good writing, communication, and interpersonal skills to engage a wide spectrum of external and internal stakeholders, including multi-agency and inter-departmental teams.
