Read more about NIE .NIE invites suitable candidates to join the Division of Academic Computing & Information Services (ACIS) as an Analyst Programmer/Systems Analyst.This role drives the implementation of NIE’s Data Empowerment Programme, a flagship initiative under the Technology Roadmap for the Future of Education (TRFE) ( ). As a key enabler of NIE’s strategic vision, you will be part of the Data Management Team, delivering trusted data that strengthens institutional data democratization, promotes data-driven analysis and decision-making, and accelerates digital transformation across education and research functions.The candidate should be a dynamic IT professional, a good team player, and a strong data professional with hands-on experience in enabling data usage and analysis.Job DescriptionAs a member of the Digital Solutions department, your responsibilities include:Involvement in Data Empowerment Programme: You will play a key role in driving data democratisation and data sharing initiatives across the institution, including dashboard development and promoting data literacy.Project Management: Lead the implementation of data democratization initiatives by managing project scopes, timelines, specifications, and cross-functional stakeholder coordination. Apply agile delivery methods and iterative prototyping to ensure velocity and value.Operational Support: Providing day-to-day assistance to teams utilising digital tools effectively and addressing technical challenges during project execution.Stakeholder Liaison: Engaging with other departments to facilitate collaboration and ensure project requirements are understood and met.Development Work: Support the design, configuration, and development of dashboards using agentic AI, visualization tools (e.g. Power BI, Tableau) or applications using AI-assisted coding or scripting tools. This includes creating prototypes, iterating on feedback with stakeholders. To leverage emerging technologies, including AI and large language models (LLMs), to unlock new opportunities for data-driven innovation and efficiency.Data Management: Support data democratisation initiatives by fostering adoption and effective use of data; build a close collaboration with stakeholders to align on business terms, definitions, and data quality requirements. To manage the institutional data catalog to improve searchability, streamline governance, and support compliance; designing, developing, and delivering dashboards.Familiarity with data structures and their relationships, with the ability to perform basic queries and explore data independently.System Maintenance & Support: Provide ongoing maintenance and support, troubleshooting issues, optimizing performance, and ensuring data integrity and security within systems.Compliance & Security: Ensuring that applications adhere to Data Governance policies, IT audit standards, and security requirements, including conducting Vulnerability Assessments and supporting Penetration Testing activities.RequirementsA University degree in Computer Science, Information Technology, Software Engineering or a related discipline.At least 3 years of experience in data analytics, data management, software development, or a related field.Fresh graduates with a keen interest in data-related fields (e.g., data analytics) and AI-assisted development are welcome to apply and will be given on the job training.Working knowledge of Project Management and ability to manage IT projects independently.Quick learner who is passionate and willing to learn new languages and technologies.Good self-motivated team player with a positive attitude and flexibility in adapting to changes.Ability to work with tight deadlines and fluid requirements.Experience in end-to-end application development life cycle and Agile software development methodology.Relevant experience with databases such as Oracle, Postgres.Knowledge of Microsoft Fabric is preferred.Knowledge of low-code Microsoft Power Platform.Knowledge of AI-assisted coding such as GitHub Copilot or agentic coding frameworks.Possessing the following skillsets will give the applicant an added advantage:Experience in digital transformation journey (e.g. data democratization, data governance, enabling of data driven practices at work)Knowledge or experience in Data Catalogue (e.g. Microsoft Purview)Experience in AI tools (e.g. GitHub Copilot, AI Builder, Azure AI services, Dify)Experience in implementing solutions using scripting languages (e.g. Python)Experience in software integration with APIsExperience in Microservice Architecture, Vuejs, .Net CoreClosing Date
