- Gather and analyse stakeholders' operational requirements, converting operational requirements into technical specifications, and proposing solutions and system architectures that meet the requirements.
- Source, propose, assess and evaluate possible technological solutions to meet operational needs.
- Undertake project management activities including planning & budgeting, project tracking, prioritisation of features development, contract variations and change request management.
- Participate in system procurement activities including preparation of tender documentation, vendor evaluation and technical reviews
- Manage system vendors and oversee the implementation and deployment of systems, including testing, integration, commissioning, and upgrading activities.
- Oversee the cyber-security protection of the system, ensuring compliance to prevailing industry standards and Government policies.
- Oversee and manage the maintenance and operation of the systems after commissioning.
- Trained in one of the following disciplines: Systems Engineering, Electrical/Electronic Engineering, Information Systems or equivalent.
- Possess knowledge and experience on internet protocol, network infrastructure design, operation and deployment including, experience in system administration of Linux/VMware environment, database management (e.g. SQL) and understanding on management of network switches, firewalls and use of network management tools to monitor service metrics.
- Possess knowledge of real-time software development and safety critical systems.
- Understand and apply relevant policies from respective Code of Practices, guidelines and best practices (e.g. GovTech's Instruction Manual for Infocomm Technology and Smart Systems, Center for Internet Security Benchmarks, etc.) during implementation of projects and system maintenance.
- Knowledge and experience in systems such as C2, radars, electro-optics, radio frequency transmitters and receivers, flying platforms, as well as frequency spectrum and communication theory is a plus.
- Prior experience working in an Operations Centre, in aviation industry, and/or in technical standards development (e.g. ASTM, EUROCAE, etc.) will be an added advantage.
- Calm disposition to handle and resolve unforeseen circumstances.
