- Bachelor’s degree in Engineering from a recognized university, or Master degree
- Must be a Singapore Citizen, Permanent Resident, or Malaysian.
- Minimum of 15 years’ experience in gas pipeline projects is an added advantage; familiarity with local public authority regulations is essential.
- Positive work attitude with a proactive, team-oriented approach; strong communication and presentation skills.
- Strong coordination skills to address project issues and ensure progress in line with project schedule, quality, specifications and international standards.
- Willingness to be based at site offices for short-term assignments (3–6 months) or to attend weekly site visits as required.
- Eagerness to expand knowledge across multi-disciplinary engineering tasks to ensure successful project outcomes.
- Proficiency in Microsoft Office, particularly Excel, Word, PowerPoint, and Project.
- Primary project scope includes underground piping and metering station installations.
- Study Contractual Documents. Familiarize with contractors’ contract scopes and specification requirements. Understand consultancy scopes and requirements.
- Project Execution. Ensure project completion on time, within budget, and meeting client expectations.
- Engineering Studies. Lead and coordinate engineering studies for underground pipeline works and metering skid installation.
- Purchase utility services from relevant agencies for studies. Prepare and present engineering study reports to clients.
- Utility Services Coordination. Liaise with utilities services agencies/authorities to obtain IPNO for studies.
- Internal and External Liaison. Resolve engineering and site challenges by liaising with internal disciplines, clients, contractors, and authorities/agencies.
- Contract Management. Manage contractors in detailed engineering, procurement, and construction.
- Schedule Monitoring. Review and monitor project schedule. Discuss and implement mitigation plans with contractors when schedules are delayed.
- Meetings. Conduct weekly and monthly meetings with clients and contractors. Prepare and distribute meeting minutes within 48 hours.
- Workshops and Discussions. Initiate, organize, and facilitate scheduled workshops or ad hoc discussions to resolve project challenges.
- Document Review. Review contractor documents and expedite engineering/technical review responses.
- Site Visits. Attend site when required to resolve site matters. Provide guidance to site RTO or site supervisors.
- Daily Reports. Review and submit daily reports and timesheets from RTOs or site supervisors.
- Monthly Report. Prepare monthly report for the assigned projects.
- Site Safety. Ensure compliance with client safety requirements through frequent site inspections.
- Quality Assurance. Work with QA/QC to ensure contractor compliance with contract specifications.
- Cost Monitoring. Estimate and monitor contractor costs. Ensure timely issuance of work orders. Update costs with approvals from the project manager and client.
- Claim Support. Provide necessary supporting documents for client claims.
- Progress Claims. Review and verify contractor progress claims.
- Correspondence. Draft and issue letters to contractors. Draft and submit specific assessment reports for client approval.
- Procurement Input. Provide technical input for procurement requisitions.
- Final Documentation. Review and finalize project documentation and as-built drawings prepared by contractors for handover to clients.
- Project Closeout. Follow up on and close remaining contractor works. Issue final project completion certifications.
- Continuous Improvement. Perform specific tasks assigned by the project manager related to continuous improvements in project execution.
- To guide junior engineer in project management and site supervision.
