[What the role is] The Senior Manager (Admin) oversees comprehensive administrative and operational functions within the ACD division, with primary focus on procurement governance and stakeholder management. The role drives division-wide procurement processes, strengthens governance frameworks, and ensures value-for-money in purchasing decisions.The role is responsible for streamlining administrative processes, implementing effective SOPs, and enhancing the division’s administrative capabilities through future-ready frameworks. Working closely with various teams, the role supports volunteer development initiatives and provides critical data management and secretariat support for division-wide.As a key member of ACD, the Senior Manager supports both Chingay-related operations and other divisional projects, contributing to PA's overall mission and objectives.[What you will be working on]
  • Lead and strengthen procurement governance across ACD, ensuring value-for-money and compliance with government guidelines.
  • Review and vet procurement documents, ensuring proper implementation of templates and guidelines by staff.
  • Provide expert guidance to ACD colleagues on procurement methodologies and best practices.
  • Engage stakeholders to provide procurement advice and explore alternatives for complex situations.
  • Analyse procurement evaluation gaps and develop staff competency through e-learning initiatives.
  • Design and implement digital solutions to streamline procurement workflows and processes.
  • Serve as ACD Procurement Manager, ensuring data accuracy in procurement documentation.
  • Review and streamline ACD’s administrative processes to improve efficiency including implementing standardised operating procedures (SOPs) for administrative functions.
  • Develop and enhance systems leveraging technology to automate administrative and procurement tracking processes.
  • Support the Assistant Director in executing change management strategies that promote the adoption of new systems, processes and technologies in ACD.
  • Future-proof administrative frameworks to build team capabilities and create capacity.
  • Oversee data management systems and processes.
  • Use data analysis and performance metrics to assess the impact of process improvements and make adjustments as necessary.
  • Support in developing and implementing volunteer capabilities and training programmes to support Chingay and other ACD events.
  • Build and maintain relationships with Chingay partners, stakeholders and supporters
  • Any other duties assigned.
