We treat each other with care and respect and make time to give everyone a voiceJob DescriptionOverseeing construction engineering, planning and construction management for CSA and MEP systems in support of the success of the proposed project.Construction & Engineering Lead is responsible for the coordination and management of all aspects of CSA, Mechanical (Including Cleanroom), Electrical (including Instrumentation & Control), and Process (Including Gas, Chemical, Water/Waste) systems and BIM integration in construction projects.The candidate will have a minimum of 15 years' working experience consisting of 10 years' experience in construction with a minimum of 5 years in a managerial role as a Construction Manager, with a proven track record of successful project delivery. He or she will have a strong working knowledge of all aspects of CSA and MEP systems and be able to effectively communicate with all project stakeholders. The Construction & Engineering Lead must be a team player with strong leadership and interpersonal skills.Responsibilities and TasksConstruction & Engineering Lead
  • Responsible for project support on new buildings and additional capacity requirement within existing buildings demolition and retrofit.
  • Lead construction scope review and development with internal operational customers and facilitate engineering and design efforts on new and remodel projects.
  • Plans, budgets, and schedules facility modifications, including estimates on equipment, labor, materials, and other related costs.
  • Designs and develops organizational policies relevant to the facilities department. Oversees the coordination of building space allocation and layout, communication services and facilities expansion.
  • Responsibility for establishing and overseeing health and safety standards.
  • Plans facilities changes for plant, office, and production equipment layouts, working toward economy of operation, maximum use of facilities and equipment, and compliance with laws and regulations.
  • Coordinates with architecture/engineering firms in developing design criteria and preparing layout and detail drawings.
  • Taking design input from Global Facility and construction Team (GFC) and client's Facilities team to ensure capture in design drawing and specification.
  • Prepares bid sheets and contracts for construction and facilities acquisition.
  • Reviews and estimates design costs including equipment, installation, labor, materials, preparation, and other related costs.
  • Inspects construction and installation progress for conformance to established drawings, specifications, and schedules.
  • Develops criteria and performance specifications required to meet unique operating requirements and building and safety codes.
  • Coordinating mechanical system installation construction according to design and specification, manage design change due to site constraint, ensuring documentation submission approval such as shop drawing, equipment submittal, construction drawing, T&C method statement & plan, as-built drawing, O&M manual, cleanroom certification, sensor certificate in-place, warranty tracking etc.
  • Manage overall construction schedule, scope of work and project budget.
  • Tracking critical construction milestone. Liaison with authority department together with consultant teams for Plans submission, approval, and inspection.
  • Manage production customer request, coordinating meeting and ensure General Contractor performances.
  • Review and check overall BIM related integration include design, interface, clash management.
Construction management for CSA & MEP & CR Systems
  • Collaborate with core team to develop semiconductor CSA and MEP and CR systems build, from basis of design to issue for constructions for project buildouts and major infrastructure upgrades.
  • Construction management for CSA ranging from Civil, Structure, Architecture, Exterior, Interior, Elevators and Infrastructure for buildings system set up and comply with local code & regulation.
  • Manage all CSA & MEP &CR system issues during manufacturing, delivery, and installation on site.
  • Ensure designs comply with all applicable standards, codes and regulations.
  • Benchmark within and external to Micron sites on Engineering, Global Design Standards and O&M Best Known Methods (BKM) of Facilities buildings and systems.
  • Review of the capacity planning databases, (with base build capacities, assignments, and actual field conditions) across the network and validating Utilization and diversity factor assumptions.
  • Provide and prepare all types of documents including statement of work (SOW), total cost of ownership (TCO) analysis, budget, schedule, factory test and acceptance documents, final startup/commissioning reports and review and acceptance of as-builts and submittals
  • All system interface integration and coordination.
  • SIPP document check and review.
Construction Execution
  • Coordinate overall planning of the project and decides on allocation resources.
  • Clarifies specification and continuously liaise with accountable Project Manager internal.
  • Monitors construction activity, schedule, milestone and adherence to budgets and initiates actions to minimize non-conformance cost.
  • Provide cost saving solutions and negotiate contractor change orders.
  • Manages the project’s risk management process.
  • Implementation of systems requirements in the installation and test plans of the Contractor for the detailed planning and construction phase until final takeover is completed.
  • Ensure project construction & safety management plan are fully implemented.
  • Ensure Quality Assurance and Control (QAQC) of project deliverables, execute construction completed works is in proper condition and meet the requirement of specifications & function.
  • Provide weekly project status report, perform CSA & MEP systems build in accordance with requirement of Construction document and guarding the Owner against defects and deficiencies in the work.
Qualifications
  • Suitable candidates are likely to have a minimum of 15 years working experience consisting of 10 years experience in construction with a minimum of 5 years in a managerial role as a Construction Manager, with a proven track record of successful project delivery.
  • Demonstrable experience in the management of multi-disciplined semiconductor projects and/or other relevant industries is strongly preferred.
  • Practiced in project control mechanisms and with commercial and technical risk assessments
  • Strong communication skills, as well as the ability to visualize issues and communicate them to others.
  • Outstanding organization, coordination, and leadership skills – ability to coordinate and motivate groups of Consultants / Contractors.
  • Ability to work collaboratively and pro-actively in a team environment.
  • Effective delegation skills.
  • Strong ability in English speaking and writing, be able to communicate with English speaking engineers both verbally and by writing.
