[What the role is]
DEPUTY DIRECTOR, SECTORAL MANPOWER DEVELOPMENT[What you will be working on]You will lead and manage the Sectoral Manpower Development Division, under the Industry Manpower Development Subgroup, tasked to shape and develop a robust land transport workforce in Singapore. Key outcome of the role is to build up a high performing team that delivers the desired outcomes of attracting a sustainable supply of competent and skilled workforce to support the delivery of public transport services, improving labour productivity, and managing manpower cost for Public Transport operations and maintenance.Key responsibilities are to build up, guide and oversee the Division to:
  • Identify and gather relevant manpower data and industry insights for
sensitivity analysis and sense-making, supported using data models and
stakeholder engagements, to steer attention on areas of need against a macro
environment of an aging and declining workforce pool, the need to reduce
dependency on foreign labour as well as the need to contain escalating
manpower cost;
  • Develop and drive strategic initiatives, partnerships and collaboration with
industry partners and/or other agencies to deliver on key sectoral manpower
outcomes;
  • Track and maintain the Labour Productivity dashboard for annual Board
updates to facilitate discussions on flashpoints;
  • Administer and project manage manpower grants and schemes to deliver on
targets and KPI; and
  • Secure buy-in from internal and external stakeholders to deliver on
manpower initiatives.[What we are looking for]
  • At least 12 years of work experience with at least 8 years in manpower, policy
or Industry engagement/development;
  • Self-starter with strong stakeholder engagement, presentation and
communication skills;
  • Strong situational awareness and good analytic skills; and
  • Motivated, resourceful and able to work independently as well as in a team.
