What the role is:About Outward Bound Singapore - a division of NYC Outward Bound Singapore (OBS), is a member of Outward Bound International - a global network of Outward Bound schools operating in 34 countries. Established in 1967, OBS is recognised for its leading experience in outdoor education with more than 500,000 people trained. As a national training institution, our mission is to develop mentally and physically rugged youths to be active citizens inspired to serve the community. You will be part of the Marine Operations team, where we plan and execute sea front operations, maintain the operational readiness of the sea crafts and equipment, as well as ensure all required marine support are consistently met with high levels of safety, quality, service, and customer satisfaction. This is primarily achieved through hands-on field work and effective contractor management whereby services provided are of a high standard, as well as good execution of procurement processes such as drafting specifications and contracts to obtain equipment and services.What you will be working on:As a Manager (Marine Operations), you will play a key role in providing and implementing contract management and procurement strategies to ensure cost-effective and timely provisions for a safe, effective, smooth and continuous OBS' operations. You are also expected to value add the Marine Operations team and OBS in its transformation and expansion through adoption of latest technology. Your key job responsibilities include: 1. Contract Management • Manage the end-to-end contract status responsibilities, including engaging stakeholders, working with project consultants on conceptualization and procurement, capitalizing fixed assets, handling change management and payment procedures, monitoring cost, and preparing management reporting and account finalization. • Provide contractual advisory to support the senior management of Marine Operations team in ensuring the contractors understand and comply with contract requirements and procedures. This includes tracking the contractors' projects' deliverables and timelines. • Oversee and manage contractors to ensure compliance with industry and OBS regulations and practices. 2. Procurement • Manage the end-to-end procurement processes in compliance with Government procurement and financial procedures. • This includes engaging and understanding stakeholders' needs, conducting market sensing, drafting specifications and procurement documents, evaluating bid submissions and drafting evaluation report and approval paper. 3. Admin Support • Prepare and manage the operating budget and ensure compliance with financial procedures. • Ensure proper files/data and knowledge management, including archival of files/data, financial information, approval documents for audit and reference for future development of Marine operations. 4. Drive workplace transformation initiatives and technological advancements in Marine Operations to shape the next generation workplace. 5. Assist with any other projects and duties assigned.What we are looking for:We are looking for a team player who is well-organized, self-motivated, values integrity, and takes pride in going the extra mile to provide excellent service to stakeholders.
