Contributes to the overall success of the Human Resources (HR) in Singapore ensuring specific individual goals, plans, initiatives are executed / delivered in support of the team's business strategies and objectives. Ensures all activities conducted are in compliance with governing regulations, internal policies and procedures.The incumbent is part of the HR Shared Services team and works closely with the HR department and key support functions, contributes to their success in achieving business objectives by building and maintaining a capable workforce that will be committed to delivering Bank's strategies and promoting Scotiabank as an employer of choice.As a trusted team member, the incumbent will leverage his/her knowledge of Human Resources and understanding of emerging issues to support the Senior Manager in the Employee Life Cycle processes.Accountabilities
  • Champions a customer focused culture to deepen client relationships and leverage broader Bank relationships, systems and knowledge
  • Understand how the Bank's risk appetite and risk culture should be considered in day-to-day activities and decisions
  • Actively pursues effective and efficient operations of his/her respective areas in accordance with Scotiabank's Values, its Code of Conduct and the Global Sales Principles, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational, compliance, AML/ATF/sanctions and conduct risk
  • Champions a high-performance environment and implements a people strategy that attracts, retains, develops and motivates their team by fostering an inclusive work environment; communicating vison/values/business strategy and managing succession and development planning for the team
HR Operations for all APAC countries:1. Pre-employment Checks and Onboarding
  • Support Regional HRBP in meeting shortlisted candidate to deliver and sign offer of Employment and addendums
  • Support Regional HRBP in ensuring pre-employment background checks are completed in line with the Bank's regulatory standards, managing any discrepancies, delays etc with the vendor, candidate or hiring manager, as appropriate
  • Support Regional HRBP in ensuring pre- employment onboarding process is followed up (e.g. issuing of letter of Employment, completing relevant onboarding documents, requesting Bank Employee ID creation and issuing notifications to hiring managers, Admin, IT and L&D where appropriate confirming start dates)
  • Send welcome email to ensure timely completion of job description, annual performance plan goal setting and mandatory learning within the first month of joining
2. HR Administration and record keeping
  • Create new employee files
  • Compiling and update employee records in me@scotia
  • Performing file audits to ensure that all required employee documentation is collected and maintained, any onboarding discrepancies and alerts are followed up
  • Draft Contract and Offer of Employment letter
  • Process invoices received; assign cost centre, send to HR manager for approval and send to Payment team
  • Respond to queries from employees on HR related matters
  • Prepare letter of employment for existing employees and leavers
  • Act as the key liaison with Ernst & Young for employment pass related matters
  • Collate and summarize employee movement (new hire/transferee, promotees, resignees etc) on monthly basis
3. Offboarding
  • Liaise with IT team on IT properties to be returned by employees
  • Prepare Acceptance of Resignation Letter for HRBP and resignee to sign off (if applicable)
  • Liaise with leaver/resignees on the items to be returned and documents to be completed (if applicable)
  • Liaise with leaver/resignees' line manager to complete the exit interview questionnaire (manager's section)
  • Send out staff last day email to the respective parties involved (ie) Admin, IT, SG Compliance and etc
  • Send out termination request to AskHR
4. HR Reporting and Ad-Hoc Projects
  • Assist in monthly reports: Monthly Headcount Report
  • Update Business Contingency Procedure (BCP) contact list for new hires and leavers
  • Participate in any HR projects assigned
5. Case Management and Online P-file Management
  • Efficiently manage HR tickets in case management system
  • Understand ticketing categories and assign tickets accordingly
  • Resolve employees and requests in a timely manner
  • Upload employees' docs and letter into the online p-file management system
6. Risk and Controls Administration
  • Ensure compliance with local statutory and regulatory requirements by keeping abreast of the latest legislations and enforcing adherence to these requirements; and
  • Liaise with local Compliance team to ensure adherence to regulatory requirements including submission of accreditations to MAS of SFA/FAA Representatives and monitoring the completion of the CMFAS exams of the Representatives in connection with the licensing pre-requisites.
  • Follow and administer processes and controls related to Representative Notification Framework (RNF) and Register of Dealer (ROD) for Singapore.
  • Create/Update reporting (org charts, reports etc) for SG central bank (MAS).
7. Others
  • Ad hoc projects as assigned
  • Liaising with Global Shared Services Team for any operations or systems issues
  • Evaluate and prioritize process improvement initiatives/projects

  • Preferred: University degree/Diploma from a recognized institution
  • Professional human resources designation or equivalent work experience
  • With at least 6-7 years of Human Resources relevant work experiences in HR shared services, preferably in the banking industry
  • Fast learner, keen eye for detail, flexibility, adaptable and independent
  • Understanding of HR labour laws, policies and practices will be advantages
  • Ability to analyze and streamline processes with system implementations
  • Good interpersonal skills and must possess well-developed written and oral communication skills
to effectively deal with employees' queries
  • Demonstrates flexibility and good organizational skills to effectively deal with multiple demands and changing priorities
