[What the role is]
The Planning and Programmes Division (PPD) is part of the Training Partners Group (TPG) in SkillsFuture Singapore Agency. As part of the strategy unit in the Group, you will be at the forefront of conceptualising strategies as well as developing and managing operational policies and programmes that have a high impact on the Continuing Education and Training ecosystem..You will be responsible for driving the adoption of these policies and programmes, ensuring they meet the diverse needs of our stakeholders. You will be exposed to a wide range of challenges and opportunities that will help you develop your strategic-thinking, problem solving, and project management skills.And with close collaboration with SSG divisions and the Ministry of Education (MOE), you’ll have plenty of opportunities to share ideas and work together to achieve our goals. Your work in PPD will be critical in ensuring the workforce remains high-forming and of the highest quality. Be part of a team that’s shaping the future of Singapore’s workforce![What you will be working on]This portfolio reports to an Assistant Director. As an officer of PPD, a typical portfolio might include the following:
  • Formulate, plan and review strategies, operational policies, and programmes, which includes drafting submission and presenting to Senior Management, in consultation with relevant internal and external stakeholders. This can include:
  • Conceptualising and executing strategies for successful implementation of policies and programmes, including identifying challenges and formulating measures to address them
  • Tracking progress and outcomes of policies and programmes, including gathering and analysing data for reporting, overseeing budget and developing system enhancements
  • Coordinating discussions and engagement sessions with internal and external stakeholders
  • Maintaining relationships with partners and vendors of the policies and programmes
  • Any other duties as assigned
[What we are looking for]
  • Tertiary qualifications
  • Up to 7 years experience in operational policy planning and review work. Those without qualifications but have substantial relevant work experience are welcome to apply
  • Good analytical and systematic problem-solving skills. Conscientious planner with strategic foresight (e.g. able to translate broad problem statements into specific policies and identify key issues of relevance)
  • Enjoys tackling challenges and solving complex issues (e.g. able to distil key issues from a complex set of information and synthesise diverse and conflicting range of information to develop solutions, interventions and frameworks)
  • Adaptable and comfortable with operating in an ambiguous, uncertain and fast-moving environment
  • Able to communicate (written and speech) complex ideas clearly and concisely
  • Competent in using data for analysis and reporting
  • Performance driven, outcome oriented and meticulous
  • Enjoys collaborative work and adapt at managing stakeholders
Successful candidates will be offered a 2-year contract in the first instance and may be considered for an extension or be placed on a permanent tenure
