What the role is:The Government Data Division in Smart Nation Group is responsible for (a) developing whole-of-Government policies to promote data management, sharing and use; (b) identifying and driving new initiatives to improve the exchange of Government data with commercial partners and the public, and (c) supporting Government organisations in their transformation to adopt new data science and AI technologies.What you will be working on:We want a change maker like you who is creative, collaborative and looks for challenges. You must be ready to roll up your sleeves and rally different teams across multiple agencies to achieve our vision of a public sector that is 'data driven to the core'. This includes enabling Government agencies to use data to create solutions that benefit citizens and businesses. You will be part of a technical team with a strategic lens, leading programme management for data sharing under Smart Nation Group efforts. Your objective will be to work with key data agencies and technical partners to develop and operationalise a suite of data products, tools and platforms, and services such as the Government Data Architecture (GDA). Examples of workstreams are: 1. Design and implement the next bound of GDA (which we term 'GDA 2.0'), to disrupt and transform agencies and supercharge data sharing and usage across WOG. This entails understanding agency use cases and technical requirements, navigating stakeholder interests and incentivizing behaviours, architecting the data flows across agencies, conceptualising how various components (e.g. common data exchanges, common analytics tools and platforms, agencies' data warehouses or systems) should come together to best facilitate the sharing and usage of data to enable agency users across their policy, service delivery and ops use cases, 2. Develop data tools, standards and processes to improve the quality of Government data, 3. Serving as data 'concierge' where we direct agency project teams towards suitable data providers, data products offered by SN Group or WOG, or stakeholders as needed. This role has significant impact as it enables Government agencies to better access and use data for policy analysis, service delivery and operations. You will report to Deputy Director (Data Architecture).What we are looking for:We are looking for dynamic and self-motivated individuals who value integrity, teamwork and excellence. Candidates should have: • At least 5 years of working experience • Background in related domains such as Information/Computer Science, Data Analytics/Statistics, Solution/Data Architecture, Data Engineering, Geospatial Data or Modelling • One of the following: o Skills as technical programme manager i.e. technical implementation project or program, including developing business requirements from use cases o Experience in defining and building data products or services, or o Role in setting standards or quality assurance in data management and infrastructure for the organisation The ideal candidate possesses the following skills: • Strong communication and interpersonal skills that can create a consensus on action from a wide spectrum of external and internal stakeholders • Resourceful and proactive, particularly in proposing alternate solutions to achieve desired outcomes • Analytical and creative • Excellent written communication skillsAbout Smart Nation Group:The Smart Nation Group, part of the Prime Minister's Office and administered by the Ministry of Communications and Information (MCI), plays a multifaceted role in guiding Singapore's digital transformation and leading the development of Smart Nation strategies.
