Singapore is the world’s top bunkering hub, achieving over 50 million tonnes of sales in conventional and bio based marine fuels annually.As a responsible maritime nation as well as a major bunkering hub, Singapore must ensure customer confidence in the quality and quantity of marine fuels delivered in the Port of Singapore. We do this through a range of regulatory measures, while also collaborating with the industry to digitalise and decarbonise.Singapore is also playing its part in the decarbonisation of international shipping by getting our port ready to supply future marine fuels including biofuels, methanol, ammonia and hydrogen.Reporting to the Operations and Marine Services Division (OMS), you will lead a dynamic team that is formulating and implementing measures to uphold the reputation of Singapore as a safe and trusted bunkering port. This will include developing standards and licensing framework for new fuels as we facilitate transition to a multi-fuel future, as well as driving and defending Singapore’s strategic interest at various international platforms such as the International Maritime Organisation (IMO).Your key responsibilities include:1. Lead the department’s licensing unit to:a. Support the administration of bunkering licenses and enforce compliance with licensing requirements to uphold reputation of Singapore as a safe and trusted bunkering hub.b. Monitor and analyse industry trends and activities in marine fuels as well as formulate strategies to support the growth of bunkering activities in the Port of Singapore. Specifically, to support the strategic demand for future fuels (e.g. biofuel, methanol, ammonia and hydrogen) through development of new regulatory and licensing frameworks.c. Develop new initiatives and policies to uplift industry capabilities, through working with other government agencies and the industry.d. Strengthen relationships with stakeholders in the bunkering industry (including upstream and supporting services) through organising activities such as bunker forums and dialogue sessions.2. Lead the department’s operations unit to:a. Support the safe and efficient operationalisation of bunkering of future fuels, such as methanol, in Port of Singapore through working with industry partners and other regulatory agencies to develop regulatory frameworks and strategies, standards for bunkering and tanker designs, and conduct pilot trials to build up operational capabilities in the industry.b. Monitor and enforce compliance with bunkering standards, including carrying out of field inspections at sea, and investigate disputes and cases of non-compliance.c. Develop and support implementation of new operational initiatives for bunkering, such as supporting the introduction of digital bunkering in the Port of Singapore.d. Support and advice other relevant departments within MPA on technical aspects of alternative fuels such as methanol.3. Lead the efforts in achieving re-certification of department’s processes for ISO audits, included both AGO and internal audits.4. Participate in related discussions at the IMO on related topics to further and defend MPA’s strategic interest.RequirementsYou should possess knowledge and experience in related fields such as maritime policy, management degree, engineering disciplines, environmental engineering, or sustainable energy. You should possess leadership skills including strong people management skills and stakeholder engagement skills. Technical knowledge on marine fuels would be an advantage. You should also have excellent verbal and written communication skills and possess strong presentation, and negotiation skills.
