What the role is:Singapore is the world's top bunkering hub, achieving over 50 million tonnes of sales in conventional and bio based marine fuels annually.As a responsible maritime nation as well as a major bunkering hub, Singapore must ensure customer confidence in the quality and quantity of marine fuels delivered in the Port of Singapore. We do this through a range of regulatory measures, while also collaborating with the industry to digitalise and decarbonise.Singapore is also playing its part in the decarbonisation of international shipping by getting our port ready to supply future marine fuels including biofuels, methanol, ammonia and hydrogen.Reporting to the Operations and Marine Services Division (OMS), you will be part of a dynamic team that is formulating and implementing measures to uphold the reputation of Singapore as a safe and trusted bunkering port. This will include developing licensing framework for new fuels as we facilitate transition to a multi-fuel future.Your key responsibilities include:Monitor and analyse industry trends and activities in marine fuels as well as formulate strategies to support the growth of bunkering activities in the Port of Singapore. Specifically, to support the strategic demand for future fuels (e.g. biofuel, methanol, ammonia and hydrogen) and development of new regulatory and licensing frameworks to support their growth in Port of Singapore.Support the administration of bunkering licenses and manage accounts of bunkering companies to uphold reputation of Singapore as a safe and trusted bunkering hub.Work closely with other government agencies and the industry to develop new initiatives, review policies and develop new licensing criteria to uplift industry capabilities.Strengthen relationships with stakeholders in the bunkering industry (including upstream and supporting services) through organising activities such as bunker forums and dialogue sessions.Lead the efforts in achieving re-certification of departments processes for ISO audits, included both AGO and internal audits.RequirementsYou should possess knowledge and experience in one (or more) related fields such as maritime policy, management degree, engineering disciplines, environmental engineering, or sustainable energy. Technical knowledge on marine fuels would be an advantage. You should also have excellent verbal and written communication skills and possess strong interpersonal skills and demonstrated ability to lead and manage stakeholders.
